Private HEIs against vacancy limits fixed by A3ES

APESP advocates for the autonomy and flexibility of private higher education institutions (HEIs) in defining the number of vacancies to be allocated in each admission cycle.

In its opinion, APESP expresses the expectation that “the limitations previously imposed on the definition of maximum and minimum quotas be eliminated, allowing vacancy management to be exercised with greater flexibility.” This is a long-standing claim; Miguel Copetto, Executive Director of APESP, states that “there are no clear and objective criteria” on the part of A3ES (Agency for Assessment and Accreditation of Higher Education).

He also criticizes the fact that the draft ordinance for public higher education vacancies provides for the possibility of increasing vacancies by up to 10%, a possibility that does not apply to private HEIs. He further recommends the possibility of increasing vacancies after the publication of the ordinance that fixes them, “whenever there is an increase in demand and subject to authorization from A3ES.” And also that “a limited number of supernumerary vacancies” be created, beyond the fixed quotas, “intended for exceptional situations of a social, economic, or humanitarian nature.”
